Thank you for reporting this bug and helping to improve Ubuntu.
The message in your log is:
E: Your kernels are unsigned. This system will fail to boot in a secure
boot environment.
This is not a bug in Ubuntu, but rather, a deliberate check to prevent
your bootloader from being upgraded and leaving the system unbootable
due to a change in security policy.
According to your bug report, the kernel version you have booted is
4.19.1-041901-generic. This is not a kernel version that comes from the
Ubuntu archive; it looks like it may be an upstream kernel build
provided by the Ubuntu kernel team, but those kernels are not signed and
are not bootable under Secure Boot without further configuration
changes.
If you wish to use this upstream kernel version, the easiest way to
handle this is to turn Secure Boot off in your firmware. After turning
Secure Boot off, you should be able to complete the package upgrade.
If you wish to keep Secure Boot turned on, you should reboot your system
to the kernel that comes from the Ubuntu archive, then uninstall the
mainline 4.19.1-041901-generic kernel packages from your system, after
which you should be able to complete the package upgrade.
