[Bug 1809305] [NEW] Fail at google chrome installation

Public bug reported:

After an installation from scratch of Ubuntu 18.04 I tried to install
the Google Chrome browser. I downloaded the package from the site
normally. After a Double-click on the package a message with the error
message "GetTempFile (30: Read-only file system)" appears (see attached
image).

I tried to install it on the terminal with the command "dpkg -i" and a
similar message appeared.

Today, after restarting the computer, I double-clicked again and the
installation happened normally.

I do not know if there is any connection but before installing Chrome I
used the same method (download and double-click) to install the Dropbox
client and the installation occurred normally.

Dropbox package version: 2018.11.28
Chrome package version: 71.0.3578.98-1

I am using Ubuntu in pt-br language.
