The dbus API is only available in 239, which means we can't use it in
bionic.

We could maybe make the hook just restart resolved if the new files it
wrote are different from the old files.

Bug description:
  If a cloud server is upgraded from Xenial to Bionic, the dhclient
  system remains in place and any DHCP lease refreshes cause a needless
  restart of the system-resolved daemon
