Yes, this bug report is invalid. You have the Ubuntu 14.04 version of
dpkg installed and are trying to install glibc from 18.04. And somehow
apport reports that the version of your system is Ubuntu 16.04. You
need to properly upgrade to Ubuntu 16.04 (which absolutely must include
dpkg!) before upgrading to Ubuntu 18.04.
