  cannot upgrade from 16.04 to 18

Status in ubuntu-release-upgrader package in Ubuntu:

Bug description:
  Anytime I try to run the release upgrade from ubuntu 16.04 to the
  latest one, the system fails and suggests me to file a bug report.

  I disabled any external repository... but everything still fails :(
