Your log shows that you have the 'grub' package installed, which is grub
version 1.  This is not the grub package that we install by default in
Ubuntu, and you appear to have installed it without configuring it.

You should remove the grub package from your system and install the
grub-pc package instead.

The grub package has been removed from the Ubuntu archive for 18.04 and
later.
