[Bug 1808003] [NEW] ubuntu-bug

Public bug reported:

`ubuntu-bug` launches the browser to Launchpad. When in Launchpad, I am
told "Please wait while bug data is processed. This page will refresh
every 10 seconds until processing is complete."

After several reloads, the page says "Extra debug information will be
added to the bug report automatically."

The page does not have any bug information displayed. My account does
not have any associated bugs.

I have no way to track the bug report. I do not see a way to verify that
the bug report was even successfully created.

1: The release of Ubuntu I am using:
```
$ lsb_release -rd
Description:    Ubuntu 16.04.5 LTS
Release:        16.04
```

2: The version of the package I am using: I have no idea and apparently it's not a package.
```
$ apt-cache policy ubuntu-bug
N: Unable to locate package ubuntu-bug
```

3: What I expected to happen:
When I open `ubuntu-bug`, I expect to be presented an interface very similar to the Red Hat bug reporter on Fedora which collects login information for the bug service, allows me to *fully* inspect the uploadable content prior to being uploaded, optionally select some parts to upload or not, allows me to indicate whether or not the uploaded information contains sensitive private information which I voluntarily opt-in to share, and finally to create and upload the bug report without ever opening a browser.

4: What happened instead:
Instead, `ubuntu-bug` appears to collect information, present a stunted view of what's being uploaded (stunted in that there's an ellipses indicating there's more information but does not provide any obvious way for me to view or inspect it), ask to me to either cancel or send, and then send me to a webpage to login.
