That is a local misconfiguration that breaks the service.
You'd need to resolve that to be able to start the service, but also to upgrade/install the package.
This looks like a local configuration problem, rather than a bug in
Ubuntu.

On startuo I got an error message,three consecutive times now, saying
system failed to load package. Weirdly, another message appears saying
my software is up to date. When I 'x' it. I'm left with the option of
reporting the bug failure, which I'm doing now.
