Public bug reported:
This happened when I tried to upgrade from 16.04.4 LTS to 18.04.1 LTS
using the `do-release-upgrade` command on a Rock64 board (arm64
architecture, see https://www.pine64.org/?page_id=7147). I rebooted
afterwards and the board claims that it was upgraded to 18.04.1 LTS.
Appears to function normally.
