I have the same problem with "crng init done".
My Ubuntu 18 server is running under MS server 2016 Hyper-v virtualization solution. 
I tried to download last image of Ubuntu via torrent and installed second VM, but no luck, an error still here.

Maybe my information would be helpful for problem resolving.
