I don't think it is a ppa related problem, as the upgrade procedure
disables all ppa links in sources.
Looking at the logs, I have found this line:
ERROR Dist-upgrade failed: 'E:Error, pkgProblemResolver::Resolve
generated breaks, this may be caused by held packages.'
As I am holding python-netcdf4 to v. 1.2.2, perhaps this is the problem.

Trying to upgrade from 16.04.05 server, by launching do-release-
upgrade, the system was not able to continue and restored the old
system.
I have also run ubuntu-bug ubuntu-release-upgrader-core and sent the
report, which I am also attaching here.
