[Bug 1789313] [NEW] upgrade from 16.04.5 LTS to 18.04.1 LTS failed due to kernel signing issues and grub

No further information beyond what is (hopefully?) auto attached to this
bug report via an upload from the failed system (no web browser on it so
I couldn't edit the bug report from that machine).

The strange part is that there are only 3 kernels installed on the
machine, and the 2 existing prior to trying to do-release-upgrade *are*
both SIGNED.

It's a Hyper-V VM, I had just done an apt update && apt upgrade && reboot to the machine prior to attempting the do-release-upgrade.
