Please install the ubuntu-desktop package and then try the upgrade
again.

  18.04 installation failure

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  On impulse, after updating Ubuntu this morning I selected an option
  offering an upgrade from 16.04 LTS to 18.04 LTS. I had not prepared
  for the upgrade. I wouldn't be surprised if much more of my
  involvement is required.
