  /etc/default/console-setup doesn't affect number of TTY's

Status in console-setup package in Ubuntu:
  New

Bug description:
  Description: Ubuntu 18.04.1 LTC
  Release: Release 18.04

  Package: Linux console (tty)

  Expected: 
  Change in ACTIVE_CONSOLES in /etc/default/console-setup will affect number of ttys

  Current state:
  When I change ACTIVE_CONSOLE="dev/tty[1-4]" it doesn't affect number of tty's available.
  Still there are tty's 1-6. And the number doesn't change.
