Thanks for your report.

Xorg packages from the padoka PPA are blocking the upgrade. Please
revert to official versions of these package and try the upgrade again.

I'm closing this report because it is not a bug with Ubuntu. Do not
hesitate to report any bug you may find.

Bug description:
  Upgrade from 16.04-LTS to 18.04-LTS fails without sufficient
  error/alerting to resolve.

  Possible issue is third party or legacy software but nothing is
  identified.

  do-release-upgrade

  Expected: upgrade to commence

  Actual: upgrade exits with error

  Could not determine the upgrade

  An unresolvable problem occurred while calculating the upgrade.

  * Upgrading to a pre-release version of Ubuntu 
  * Running the current pre-release version of Ubuntu 
  * Unofficial software packages not provided by Ubuntu 

  If none of this applies, then please report this bug using the 
  command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.
