Upgrade from 16.04-LTS to 18.04-LTS fails without sufficient
error/alerting to resolve.

Possible issue is third party or legacy software but nothing is
identified.

lsb_release -rd
Description:	Ubuntu 16.04.5 LTS

Command Use:
do-release-upgrade

Expected: upgrade to commence

Actual: upgrade exits with error

Could not determine the upgrade

An unresolvable problem occurred while calculating the upgrade.

This can be caused by: 
* Upgrading to a pre-release version of Ubuntu 
* Running the current pre-release version of Ubuntu 
* Unofficial software packages not provided by Ubuntu 

If none of this applies, then please report this bug using the 
command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.
