Not my case. I haven't built any gnupg before and from results of
`locate gnupg` and `find -name "*gnupg*"` there seem no relevant files.
Indeed this issue occurred after I upgraded from 16.04 to 18.04.

Bug description:
  Running `gpg' related commands continues reporting:

  gpg: can't connect to the agent: IPC connect call failed
  gpg: error getting the KEK: No agent running

  And results of `gpg-agent --daemon':

  gpg-agent: relocation error: gpg-agent: symbol gcry_get_config version
  GCRYPT_1.6 not defined in file libgcrypt.so.20 with link time
  reference
