When I run
dpkg -l | grep ntfs-3g
ii libntfs-3g88 1:2017.3.23-2 amd64 read/write NTFS driver for FUSE (runtime library)
ii ntfs-3g 1:2017.3.23-2 amd64 read/write NTFS driver for FUSE
I get the following which agrees with your results.
However when I run
man mkntfs it does not show -Q as a valid option. It does show -q for quiet. My version is
mkntfs --version
mkntfs (Jul 6 2018 17:52:56)

Paragon Software Group
Apparently the Paragon Software has replaced the standard command. If
the Paragon Software actually worked on my system, I would use it.
However it does not work. This is probably the source of the errors in
the gParted script.

Bug description:
When I use gParted to try and create new ntfs file system it uses the
command: mkntfs -Q -V -F -L 'Win10' '/dev/sdc4' and get Error in
argument: "-Q". I open terminal window and omit the -Q option and
place the name after the -v option ( -v:Win10 ) and change the -F to
-f, then it works.
