I see now the issue was with grub-installer.
For what it's worth, I might suggest reaching out to the elementary OS
team for their resolution to this issue. I've not had any issues on the
same hardware installing any version of elementary OS with grub + btrfs,
even on versions based on previous versions of Ubuntu where the problem
existed and was well documented for Ubuntu.
I don't think the issue is grub or btrfs specifically, but the scripts
Ubuntu uses to install grub.

I wasn't really paying attention during the install. I regularly
experience issues around grub and btrfs, but I'm not sure it had
gotten that far this time.
