  'sudo update-manager -d' failed

Status in ubuntu-release-upgrader package in Ubuntu:
  Confirmed

Bug description:
  I planned to update Ubuntu 16.04.5 LTS to Ubuntu 18.04 LTS through
  "sudo update-manager -d" but it prompted with:

  Could not calculate upgrade
  ...
  ..

  I followed and removed all PPAs and various packages installed but
  still unable to upgrade!
