Well, you could even enable ping capabilities by unpriviledged users
with the ICMP socket type:
# sysctl -w net.ipv4.ping_group_range='0 65536'
$ strace -esocket ping 127.0.0.1
socket(AF_INET, SOCK_DGRAM, IPPROTO_ICMP) = 3

Bug description:
Ping is not longer setuid root and I have to ping as root:
[~]$ ping kubuntu.org
ping: icmp open socket: Operation not permitted
[~]$ sudo ping kubuntu.org
