This is not a bug.  The header file was removed as part of this upstream

Status in glibc package in Ubuntu:
  New

Bug description:
  Recently libc6-dev was upgraded from 2.24-12ubuntu1 to 2.26-0ubuntu1.
  Now the file /usr/include/x86_64-linux-gnu/bits/sigset.h is missing.
  All other arch libc6-dev packages still have it, like arm, ppc, etc.
