I have tested it again on the host. The host shuts down properly. May be
fixed by an update? I don't know. How ever, I can't reproduce it right
now. I'll reopen the bug report in the future, if I can reproduce it.

Bug description:
Hi Folks
Problem:
system doesn't reboot/shutdown but *only* when the network
configuration is static (described below). When I change the network
configuration to dhcp, the bug doesn't occur.
The network configuration is set to static:
iface eth0 inet static
address my_ip
netmask 255.255.255.224
gateway router_ip
dns-nameservers primary_dns secondary_dns 8.8.8.8 8.8.4.4
(I have masked some configuration values)
lsb_release -rd
Release: 16.04
apt-cache policy unattended-upgrades
Installed: 0.90ubuntu0.7
Candidate: 0.90ubuntu0.7
symptoms:
a python3 process appears ~2sec after the shutdown command: 2005
python3 /usr/share/unattended-upgrades/unattended-upgrade-shutdown

only / is mounted, all other file systems are unmounted already:
/boot, /var, /tmp, /var/log, /var/tmp
other informations:
The network still works. I can ping different addresses like
google.com, debian.org, and other stuff.
