Thank you for pointing that out @Bot. This is my first bug report. I
added the "debian-installer" as the affected package.

By the way: I installed Ubuntu as a "Generation2"-VM (efi boot) as this
is the recommended way and "secure boot" is disabled.

Bug description:
  Affected Versions: Ubuntu Server 16.04.2 / 16.04.3 
  Setup: Windows Server 2012R2 Hyper-V as Host - Ubuntu Server as Virtual Machine

  Installation under Hyper-V does not allow manual input of network configuration. Window does not appear and instead the Installation jumps to the "Computername setting". 
  Even manually going back a step and trying it again does not work.
  It works with Server 16.04.1 on the same Host!
