  Upgrade to 17.10 crashed due to cracklib-runtime

Bug description:
  Hi

  I was upgrading Xubuntu 17.04 to 17.10 using the terminal (tty1). I
  had stopped the lightdm service to do so, and the upgrade was working
  fine, until it tried to upgrade cracklib-runtime. Then an error
  happened and there was a spam messages saying it could not create the
  crash file. Between the dozen of spammed messages, I could see one of
  them gave options to send, ingore and other. Quickly I pressed E to
  send and the spam stopped. It had created one crash file and I think
  it was sent.

  After this episode, the upgrade stopped and I used sudo apt upgrade to
  continue the upgrade. It continued and finished correctly. I rebooted
  and the system is nearly OK, the biggest problem is a dmesg message
  repeating every 2 minutes (I will report another bug).
