Bug description:
  During upgrade from UbuntuMATE 17.04 to 17.10b1 using update-manager
  -d, I got a dialog box which read "Could not install 'cracklib-
  runtime'

  The upgrade will continue but the 'cracklib-runtime' package may not
  be in a working state. Please consider submitting a bug report about
  it.

  dependency problems - leaving triggers unprocessed".

  At reboot, a message came up that the upgrade failed.
