apport falls back to python's webbrowser.py module, if xdg-open is not
available, which also utilizes xdg-open.

  1. Install Ubuntu 17.10
  2. Try to report bug with Apport by terminal command `apport-bug apport`

  Expected results:
    apport-bug reports bug silently

  Actual results:
    get output in the terminal
