This.  PMBR nerfed recoveries  and burst movement specifically across
the board.  Broken recoveries and gimmicky, unpredictable  movement
aren't really a prominent issue  among  the melee high tiers.

I'd expect characters that relied heavily on their unique movement like
squirtle to  get  some compensation eventually as the meta develops.
