  with this version:

  root at cosmic-terrapin:~# apt policy apport
  apport:
    Installed: 2.20.7-0ubuntu2

          500 http://archive.ubuntu.com/ubuntu artful/main amd64 Packages
          100 /var/lib/dpkg/status

  the rc*.d links aren't installed

  root at cosmic-terrapin:~# ls -l /etc/rc*.d/*apport*
  ls: cannot access '/etc/rc*.d/*apport*': No such file or directory

  which means that apport isn't started, so it doesn't set up the
  core_pattern.

  on zesty, it seems good

  root at sharing-macaw:~# apt policy apport
  apport:
