  * debian/tests/test-open-iscsi.py: skip test if cloud image is unavailable.
    This solves flaky tests in restricted network environments as well as in
    the short period after opening a new release (LP: #1731907).

  skip dep8 test if image is not available

Status in open-iscsi package in Ubuntu:
  Fix Released

Bug description:
  On of the dep8 tests depends on a cloudimg of the release being available.
  That often is not the case shortly after opening the archive for a new release and there all dependents to open-iscsi get blocked on migration.

  We should add a check and if the image just doesn't exists fall back
  to either the former release image or to skip the test.
