  Flash-kernel misses trigger invocation

Bug description:
  During an upgrade of an armhf image, if the kernel and flash-kernel
  packages are updated at the same time, we end up deconfiguring the old
  fk and when the fk trigger fires noone is listening to it, and we miss
  it.
