The
1) The package libgles1-mesa depends on version 12.0.6-0 of libglapi-
mesa package, but there is a new version available (17.0.7-0) and it is
failing the installation
portion of this bug report was fixed is a duplicate of
https://bugs.launchpad.net/ubuntu/+source/mesa/+bug/1709823 which is now
fixed released.
There are no other actions w.r.t. 2) and 3) portions of the bug report.
It is not expected to be able to co-install multiple conflicting
variants of xfce based desktop environments, and/or free and non-free
variants of ffmpeg.
Overall this is fix released now. Or equally invalid and/or wont-fix.

1.Begin 16.04.3 Installation(Netboot)
2.Select and install software : Select all.
Fails in the below step.

I was able to reproduce this bug and actually there are 3 problems happening.
1) The package libgles1-mesa depends on version 12.0.6-0 of libglapi-
mesa package, but there is a new version available (17.0.7-0) and it
is failing the installation
2) When selecting all software to install, it tries to install both libavcodec-ffmpeg-extra56 and libavcodec-ffmpeg56 packages, however libavcodec-ffmpeg-extra56 package conflicts with libavcodec-ffmpeg56:
$ apt-cache depends libavcodec-ffmpeg-extra56
Conflicts: libavcodec-ffmpeg56
3) When selecting all software to install, it tries to install mythbuntu-default-settings, ubuntustudio-default-settings and xubuntu-default-settings, however mythbuntu-default-settings conflicts with both packages:
$ apt-cache depends mythbuntu-default-settings
Conflicts: ubuntustudio-default-settings
Conflicts: xubuntu-default-settings
