Searching about '_apt' on that install:

less /etc/passwd list:
...
_apt:x:105:65534::/nonexistent:/bin/false
...

which seems expected.

  update-notifier-common upgrade :debconf.py not found

Status in update-notifier package in Ubuntu:
  Confirmed

Bug description:
  Today I did a fresh instalation of new branch development ubuntu
  beaver, intended to help with some tests... So, after the
  installation, I switched on cannonical partners and proposed
  repositoryes and I gave an apt upgrade and dist-upgrade and restarted
  the computer...  After this I tried to install flashplugin-installer
  and I got the follow messages from apt process:

  Configuring update-notifier-common (3.186) ...
  Traceback (most recent call last):
    File "/usr/lib/update-notifier/package-data-downloader", line 26, in <module>
      import debconf
  ModuleNotFoundError: No module named 'debconf'
  dpkg: erro ao processar o pacote update-notifier-common (--configure):
   installed update-notifier-common package post-installation script subprocess returned error exit status 1

  I had to remove the update-notifier-common and with it, update-
  notifier, ubuntu-desktop, the unconfigured flashplugin-installer and
  some two oher dependencies that I dont remember.
