The debconf package is installed but debconf.py doesn't exists in
/usr/lib/python3/dist-packages/

It not exists on other ubuntu 18.04 (branch development) I have
installed on my notebook too.

... Well I found a debconf.py in /usr/lib/python3/dist-
packages/aptdaemon/:

etm at etm:/usr/lib$ find | grep debconf.py
./python3/dist-packages/aptdaemon/debconf.py

... So I decided try to make a symbolic link from /usr/lib/python3/dist-
packages/aptdaemon/debconf.py into the /usr/lib/python3/dist-packages/
folder...

After this I ran:

$ sudo apt install -f

... and the configuration of flashplugin-installer was finished
normally.

I just don't know why this issue do not happen in my other instalation
of ubuntu beaver, since it have no /usr/lib/python3/dist-
packages/debconf.py too.

  update-notifier-common upgrade issue

Status in update-notifier package in Ubuntu:
  Incomplete

Bug description:
  Today I did a fresh instalation of new branch development ubuntu
  beaver, intended to help with some tests... So, after the
  installation, I switched on cannonical partners and proposed
  repositoryes and I gave an apt upgrade and dist-upgrade and restarted
  the computer...  After this I tried to install flashplugin-installer
  and I got the follow messages from apt process:

  Configuring update-notifier-common (3.186) ...
  Traceback (most recent call last):
    File "/usr/lib/update-notifier/package-data-downloader", line 26, in <module>
      import debconf
  ModuleNotFoundError: No module named 'debconf'
  dpkg: erro ao processar o pacote update-notifier-common (--configure):
   installed update-notifier-common package post-installation script subprocess returned error exit status 1

  I had to remove the update-notifier-common and with it, update-
  notifier, ubuntu-desktop, the unconfigured flashplugin-installer and
  some two oher dependencies that I dont remember.
