  configuration location lookup does not take care of url encoding

Bug description:
  A config entry in locations like:

  [sftp://host/~foo/bar]

  Should match for a branch at the url
  sftp://host/%7Efoo/bar

  Currently this is not the case, and its very non obvious to users.
