  Unable to upgrade from 14.04 to 16.04

Bug description:
  The system has all available patches for 14.04 installed.

  1. Release using: 
  Description:    Ubuntu 14.04.5 LTS
  Release:        14.04

  2. Running command: do-release-upgrade
  3. Expected result: upgraded to 16.04
  4. Error:
  Could not calculate the upgrade

  An unresolvable problem occurred while calculating the upgrade.

  In the apt.log of the dist-upgrade there is a lot of reference to both
  the php5 and php7.
