This also affects Xenial.  Plugging a keyboard directly into a system
running Ubuntu Server 16.04.2 with the 4.8 kernel (and 4.10) fails to
illuminate the Caps Lock light on any USB keyboards tried, but the
actual function of the key works.

  When I press Capslock then LED don't turn on.
  But Shift switch register normally.
