The reasoning there is that it is common for Server and Cloud to have
mdadm setup, and it is useful to have that in initramfs, such that one
can recover these drives.
This is not quite a bug but an opinion w.r.t. default set of packages
shipped in Ubuntu Server.
I will assign this to the ubuntu server team to respond too.

Bug description:
Could someone please explain to me the dumb decision to activate mdadm
by default in a default install of 16.04LTS ?
What's wrong with the obvious process that *IF* I want RAID, I can
either activate the service (and configure it accordingly) or install
the package.
Why on earth run it by default and waste un-necessary resources on the
system and fill up my dmesg and logs with un-necessary messages about
MDADM finding nothing ?
Sorry for the rant, but 16.04LTS has been a particularly frustrating
and buggy release. Not one of Ubuntu's finest hours !
