We should wait until it is fixed in Debian.

There is a new upstream 2016.10 which also fails build-time tests with
tzdata 2017a-1.

Upstream's VCS is at:
https://git.launchpad.net/pytz
I will ping them about the test failure.

Ubuntu's 2014.10~dfsg1-0ubuntu2 would also fail the build-time tests,
but it doesn't run them.

  Explanation of the Ubuntu delta and why it can be dropped:
    * debian/patches/use_utf8_encoding.patch:
      - use utf8 encoding to be compatible with new tzdata versions
        (lp: #1473533)
    Fixed in 2015.7+dfsg-0.1 (debian bug #792192)

    * d/repack*: Add helper to repack orig.tar.gz without zoneinfo files.
    Fixed in debian/copyright Files-Excluded
