Do you have the file "/run/NetworkManager/conf.d/10-globally-managed-
devices.conf" on your system?  If not try manually creating it as an
empty file and see if that fixes the problem.

Title:
  No ethernet after 16.10 upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  Incomplete

Bug description:
  Upgraded from 16.04 to 16.10 on lubuntu. After upgrade, no ethernet.
  "Network Connections" had no ethernet connection listed, and adding
  one did nothing.

  After doing:

  # sudo dhclient p1p1

  the ethernet started working for most programs. The first command was
  not sufficient. Evolution still cannot connect, however. Also, the
  added "Ethernet Connection 1" in "Network Connections" still shows
  that the connection has never been used.

  I have to repeat the above command after every reboot.
