Same here trying to install Ubuntu Gnome 16.04.2 LTS.  Someone on
Reddit/r/linuxquestions was having the same problem.

  lubuntu installation crashes, won't complete

Status in ubiquity package in Ubuntu:
  Confirmed

Bug description:
  While trying to do a clean install while connected to the internet
  eventually the installer chokes with 'error trying to overwrite
  /etc/apparmor/usr.lib/snapd.snap-confine'

  not sure what's causing this, even when i tell it not to download
  updated files it still does.

  Additionally I can't install offine. Grub outright refuses to install
  when offline, i can see in the log that when it gets to the point to
  install grub the system is trying to use apt-get to install it from
  repo despite me being offline.
