To get to 16.10 you would need to upgrade first to 14.04, then 16.04,
and finally to 16.10.

Your upgrade to Trusty may have failed because you seem to be using an
unofficial mirror (in your /etc/apt/sources.list file) of the Ubuntu
archive.
