You appear to have packages installed from xenial-proposed and xenial-updates.
This would indicate that -proposed was enabled at some point in time in the past on this machine.
You need to downgrade packages.

What does downgrade result in?

E.g.: $ sudo apt install libsystemd-dev=229-4ubuntu16
libsystemd0=229-4ubuntu16

And similarly declare any other packages for downgrade, if above still
complaints about systemd related packages.
