I added more debug messages (ps -aef | grep unatteded-upgrade) to unattended-upgrades-shutdown.
In xenial, it looks like unattended-upgrade is killed before unattended-upgrades-shutdown is running.
That is why unattended-upgrades-shutdown can get lock.
