I think that resolvconf should be listed here, as it Depends on ifupdown.
also resolvconf is rdepend'd on by ubuntu-minimal, so I think that ubuntu-meta probably needs another bump.

Bug description:
  Ubuntu server ISOs are moving to netplan and cloud images must follow
  suit.  We are requesting that the default renderer in 17.10 be
  switched to netplan to be consistent across all cloud images and ISO
  installs.
