  dialog shouldn't be display if Command doesn't exist

Status in update-notifier package in Ubuntu:

Bug description:
  Bug 1706163 is about how an apt-file hook was left on disk in /var/lib
  /update-notifier/user.d/ and while the DisplayIf command still exists
  the Command part does not, subsequently a dialog is presented with a
  "Run this action now" button which does absolutely nothing. The only
  way to get the dialog to disappear is by clicking Close.

  While it is the responsibility of apt-file to remove this leftover
  file from disk, update-notifier should better handle the situation
  where the file was accidentally left behind. This could be done by
  checking to see if the file referenced in the Command part of the hook
  actually exists.
