Actually classes will  always be easier to balance. Don't think of
classes like  complex systems. Rather  think of  classes  like  a set
off wrap pics that can't be swapped. In TF2 weapons must perform the
same role, but  in  a different way. Each medigun must always heal, but
heal in different ways.  Some uber, some  crit, some  help faster
without overheal. This  makes it hard  to balance against each other. By
balancing classes you don't have that problem. That one medigun will
always  heal the same and can be tweaked without worrying about other
mediguns. Each new class added will  not have a medigun at all but a
new style of gameplay.
