Title:
  Update manager claims "No updates available" when it can't fetch the
  latest list.

Status in update-manager package in Ubuntu:
  Confirmed

Bug description:
  Binary package hint: update-manager

  How to reproduce:
  - plug off your machine for some days
  - make sure your machine is disconnected from the internet (wifi disabled etc.)
  - start machine, wait for red warning sign in taskbar to appear
  - click red warning sign, which will start the update manager
  - click "check" button to check for new updates

  Expected behavior:
  - update manager should claim that it was not able to fetch the latest list of updates, therefore it can't say whether there are any new updates available or not

  Actual behavior:
  - update manager claims that there are not updates available (although there are several critical security updates available!)

  Environment: Ubuntu 10.04 standard Desktop installation
