I can confirm a regression from Ubuntu 14.04 to Ubuntu 16.04.2 LTS.
Ubuntu 16.04.2 LTS:
ncal -M -w 11 2010
November 2010
Mo 1 8 15 22 29
Tu 2 9 16 23 30
We 3 10 17 24
Th 4 11 18 25
Fr 5 12 19 26
Sa 6 13 20 27
Su 7 14 21 28
45 46 47 48 49
Debian unstable with bsdmainutils 9.0.12 works fine again.

The output from "ncal -w 11 2010" prints the wrong week number.
I have 3 PC's and all of them have this error!
user at 01:~$ ncal -w 11 2010

Mi 3 10 17 24
Do 4 11 18 25
Fr 5 12 19 26
Sa 6 13 20 27
So 7 14 21 28

With Ubuntu 10.10 and 8.04 the output looks ok.
