[Bug 1701878] [NEW] grub2 was not successfully installed

Public bug reported:

The parition had 17.10 installed. I was trying to install 16.04 by
erasing all data on it. To do that I deleted that parition and swap.
Then recreated a new partition with different size. Installation stops
when the grub2 package is being installed.
